The Paper, a citizen from Paperica, is ready to pay their taxes, and is about to send off their returns. However, The Scissors swoops in and rips up their papers, causing them to scatter across the town. It's up to The Paper to get their tax returns back and get revenge on The Scissors so they don't go to prison for tax evasion.
